OSHA COVID-19 Vaccination and Testing ETS

As we head into the new year, we wanted to share some important measures being put into place regarding OSHA implementing an Emergency Temporary Standard (ETS) for COVID-19. An ETS is a rule that can be established quickly to address emerging threats to worker safety and may eventually be replaced with a more permanent rule. The ETS can be challenged in an appeal court (as this one was) to prevent unfair rules. In this case, the court voted to uphold this particular one in December.

What does this mean for Manpower’s candidates and associates?

As an employer of over 100 employees, Manpower intends to comply with the ETS guidance for all our associates. We have already begun and will continue collecting associate COVID-19 vaccination records through our secure link and through our mobile website (https://m.manpowermi.com/). OSHA has updated the vaccination and testing compliance dates for 2022. We have been closely monitoring the ongoing situation and will ensure our associates are able to meet the requirements by the provisional compliance deadline of January 10, 2022.

Our new candidates/applicants will have three options:

  1. Provide proof of completed COVID-19 vaccination series as part of your application process.
  2. Provide proof of partial COVID-19 vaccination. If you’re in the process of becoming fully vaccinated, you can still apply, you’ll just need to provide weekly proof of negative tests until 2 weeks after your second dose of the vaccine if you are placed on an assignment.
  3. You can also choose not to provide proof of your COVID-19 vaccination and instead complete weekly testing. Per the ETS, that testing will be at your own expense and outside of scheduled work hours unless otherwise provided by your worksite. You can also check with your Manpower representative to discuss your options.

We believe we all have a role to play in protecting the health and safety of ourselves, our families, each other, and the communities we serve. The vaccines are the best way to help minimize the spread of COVID-19. Throughout this pandemic, we have adopted the CDC’s guidance into how our business operates. The CDC’s studies have shown that vaccines are highly effective at preventing serious illness and death, including against any variants. In the rare instance a vaccinated person gets COVID -19, they experience more mild symptoms as well as the significantly reduced risk of serious disease. In addition, high vaccination coverage will reduce spread of the virus and help to prevent new variants from emerging.
